(each trip is 180 miles or 60 leagues) viz.:-
30 Marine Leagues.
The trips must take place every day, Sunday excepted.
b. Canton to Muchow (with call at Samshui,
Chooking and Takhing).
375 Nautical miles or 125 Marine Leagues.
This service is at least 52 round trips a year.
Article 2nd.
Article 3rd.
The contractor agrees to carry free all mail matters as well as parcels post. He will be res- ponsible in the same conditions free of charge for the carrying of the same from the ship to the Post Offices of the ports of call. or to the corres- ponding packet boats and vice versa.
The contractor is moreover bound to carry free of charge Government specie on the boats of the con- ceded line.
After consulting the contractor, the Consul for France at Canton together with the Fostmaster at Canton, will fix the days and hours of departure from the terminus.
CHAPTER 11.
Article 4th. The carrying of the service is placed under the
direct supervision of a Government Commissioner. The Director-General of Fosts and Telegraphs of Indo-China will act as Commissioner, and is autho- rized to delegate his powers to the Postmaster at Canton.
The Government Commissioner ascertains possible breaches of contract, and moves, if necessary, the application of the penalties incurred.
He has the right to make on board all visits and inspections which he may think necessary, being accompanied to that effect, by the persons whose co-operation be judges useful, and who are on his proposal, appointed to do so by the Consul. The Consul for France at Canton shall pronounce in the name of the Government-General of Indo-China, on all decisions which might be taken by the Government Commissioner, and from which the con- tractor should think he should appeal to him.
Article 5th. At the time of departure of the ship, the Govern-
